Yes, it is literally a fork of Gitea. Codeberg made it when the Gitea maintainers decided to form a for-profit limited company without consulting the community. Since then, Gitea has not done anything questionable (in terms of capitalist shenanigans), and likely it won’t. But Codeberg maintains this fork in case they ever do.
