What goes through one’s mind to think “I’ll go buy a sink and have my picture taken with it, that’ll be funny”. Was there a meeting about this?

No way he bought that himself. He definitely made some underpaid assistant buy it about 10 minutes before he needed to walk in with it.
Meetings are rather pointless when you’re a supervillain deathly allergic to anything but the most sycophantic of praise and affirmation.
