It’s a shared resource in limited supply. The rudeness would definitely be on the person hogging it.

Why would you meet socially at a restaurant if you’re not going to eat, especially one that’s so busy that it’s hard to find seating? You would find somewhere else with more seating that doesn’t serve food if your only goal was to socially interact with each other.
