This is an old language (on the frontpage “designed in 2004”). The website says the latest release is 2016, but the GitHub repo has commits since last month.

It’s part the Ecere SDK (“founded in 1997”), which has an IDE and set of libraries for 3D graphics, networking, and more. The site shows various programs like Chess and a media player that have been written in eC.
