I think it’s particularly the tricouncil funding that has been stagnant. FRQNT awards (Quebec) for example went up last year, and my stipend from the university also went up by 3k surprisingly. So the headline isn’t that misleading as this is the biggest boost, but not the only boost as universities and provincial funding agencies have increased the stipends.
The more competitive national awards (CGS M, PGS D) were paying less than the less competitive FRQ awards. Now this is reversed and hopefully the national awards will be easier to receive since they are expecting to have more to give out in a few years on top of them paying better.
