    It does exist, it never got used

    As stated in the article, the dam they’re referring to was built in 1959, but the infrastructure to supply farmers with irrigation was never tested or approved for use, despite being installed. So the unused infrastructure is deteriorating.

          That’s why I deleted the message a minute after I posted it ;). The ambiguous use of ‘it’ in one sentence is still sloppy writing though.
