As the article says, each country has it’s own registration laws, and the guidelines from this NGO are usually not a part of the laws. A country may still have it’s own guidelines for the topic.

Not exactly. As the article says, each country has it’s own registration laws, and the guidelines from this NGO are usually not a part of the laws.
