The problem isn’t the vegetation; it’s the lack of outlets to the other side of the road amid the vegetation. From the perspective shown here, it’s a solid 40-ish metere until the next entrance to the sidewalk.
That is probably just perspective. By zooming, I can see two possibles places when they might be outlets.
