In the SCP universe, D-Class personnel (prisoners in orange suits) are essentially cannon fodder for anomalies. The comic joke is basically the extreme reaction where the guard “saves” the D-Class from SCP-173’s neck-breaking grab by shooting him.
The stuff happening in some SCP entries make the same sense that Joan Cornella’s art and comics. I don’t know if some specific entry is related to this comic, but here’s the original
That SCP only moves when you aren’t looking at it. Think Doctor Who’s Weeping Angels. I’m guessing the researcher called to help the man. The guard figured he would save the D-class by shooting him himself.
