It’s not banned because we are using a completely different word, even if the actions are the same. See rich people aren’t tax evading or tax dodging, they are just utilizing tax codes (that they wrote) in a round about way (by buying and selling to themselves) in order to prove they made no money and can’t afford to pay taxes.
