Which is why the cops got away with doing this. The requirement of arrest is “probable cause” and her words probably meets that definition. In court, its “beyond a resonable doubt” which probably wouldn’t be met. She wont get convicted, they are just arresting her and charging her with crimes to scare her and make an example of her.
