When a .deb or .rpm package for Mullvad is installed, or it’s installed through flatpak, internet access is needed, and that is happening without Mullvad being on yet to keep what is happening private.

Is there some way to prepare a USB drive so that if a country you’re currently in puts thorough effort into banning VPN downloads in the near future, you can use the USB to install Mullvad onto a new devices bought later on, without connecting to the internet? And then you’d connect to a bridge server with Mullvad or something (idk I’m still a noob at all this)

Asking since anything could happen to currently owned devices. You never know
