Maybe? I don’t know if $9 fee (or just a switch to public transport) is enough for someone who works in Manhattan to move, but I guess it’s possible.

I think it might have something to do with the revenue sharing of all of the alternate means of crossing the river, with NYC’s MTA getting the bulk of it? Again, could be wrong.
