The answer to all of these is: The western empire declares something/someone an enemy when it wants an excuse to attack it/them. If you take it at face value in a vacuum, it sounds reasonable enough, but historically, it’s almost never about what they say it is about. You can even see this sort of thing in the hundreds of years old colonial civil/savage narrative that lingers some today and the narrative playbook hasn’t changed that much, fundamentally. They’re still doing it to Palestine, for example.
The Liberals and Pax Americana always have the practice to redefine words like dictatorship, socialism, communism, capitalism, and even liberalism to create illusion of correlation. Using inaccurate or derogatory labels to confuse people is their usual trick. Their tactic to avoid awareness of the trick is to distract the people with what-if debate on “whether to support the abstract ideological thing that we said are bad” from the realistic debate on “whether we are giving the correct label or definition”.

The terrorist label gives them legal right (under their crooked framework) to do military actions in México. It’s an excuse to invade México legally in other words.
The war on terror/war on drugs have only further increased the power of these groups, so no the US does not oppose cartels or terrorists, in fact it supports them materially. Drug dealers in Mexico are armed with AR15s and other american equipment, it’s obvious to anyone.

That’s the settler-colonial paranoia that what they did, which they won’t admit fully, will be done to them. When truth is most oppressed just want the carnage to end, not get revenge.

Calling them cartels is wrong, since it implies its a monopoly, which is not. But drug dealers certainly exist in Mexico and they are armed to the teeth with american weapons.
The “war on drugs” in Mexico was actually an attempt to create a drug cartel, a monopoly, and the result was a disaster that skyrocketed violence in Mexico and other latin american countries that implemented that policy.

Even terrible people do some things right. Smoking was discouraged and trains ran on time in the Third Reich, but it’s now why we remember it.
Two things to say here, one, the “trains ran on time” line was for Fascist Italy, not Nazi Germany, and two, it was never anything more than propaganda made to make people think that the fascist regime was efficient, when in reality it was quite the opposite, it was horribly corrupt and disorganized
The way that “at least Mussolini made the trains run on time” is still treated as fact by so many people isn’t proof that terrible people do some things right, it’s proof that too many people still fall for literal fascist propaganda
But I suppose it’s fitting, because “Trump is going to take out the cartels!!” is also little more than propaganda to support a US invasion of Mexico
