When republicans are in power democrats are powerless because they are in the minority
When democrats are in power they somehow are still powerless to do anything meaning full because "republican are preventing " them from doing anything

Not really, it’s more caused by being a mainstream party in a bourgeois democracy.
That’s one of the reasons. Another reason is FDR painted Democratic Party as party for the workers with his social policies when served as president
