They don’t give a shit that they talk about being the party of small government and yet can’t wait to use techno-feudalism to make sure that gay people aren’t secretly having sex. They’re not arguing for small government in good faith and never have done.
I think that crap resonates with people because they think smaller government = lower taxes. If there’s one thing conservatives love to obsess about more than other people’s genitals it’s money. Even if they’re poor and pay a negative tax rate.
