      Captain Picard is well known for saying “make it so” in response to a suggested course of action.

      He is also known for enjoying tea, frequently ordering “tea, Earl Gray, hot” from the replicator.

      This meme is a pun combining those two phrases.

        And ‘so-so’ is used to say something is mediocre or not up to expectations.

        That might not be clear for everybody.
