Note, this doesn’t work with any other (hypothetical) RCS clients, this is not a part of the RCS standard, it’s a feature entirely proprietary to Google Messages.

That is my understanding, is it’s encryption on top of RCS. So even if another messaging system were to use RCS you wouldn’t be able to read them.
RCS is open, but iirc Google is yet to open the RCS related APIs in Android
They have not and likely will not.
