I think you’re focusing a bit to much on the last paragraph.
In context of the first few paragraphs I think it’s clear that they don’t mean individual Americans are not doing enough, but instead the political opposition is not percieved as much.
And I think assume you would agree the Democratic party as a whole is too complicit.
