If they were the same, people would be unsure if words are written with v or w or use them interchangeably, which does not happen.

People k ow that W is deprecated and V is used now instead, and then when they hear that sound, they write a “V”. Just like you said. Also, try reciting the alphabet. It ends “oo, pee, kuu, är, äs, tee, uu, vee, äks, yy, zeta, oo, ää, öö”, right? Where is “kaksoisvee”?
