I recommend the GrapheneOS Secure PDF Viewer. Unfortunately it’s not on F-Droid, but you can use Obtanium to pull the apk from their GitHub: https://github.com/GrapheneOS/PdfViewer
MuPDF is another option, it even is available on F-Droid.
