This is straight up dystopian and very reminiscent of how Nazi Germany transformed Germany (minus the domestic ethnic cleansing).
Don’t worry - those being sent to die in Ukraine are overwhelmingly ethnic minorities of Russia. All the ethnic cleansing you could want, only a small percentage of the bad press!
