I think this is a molten salt drain (e.g. solar collector system) and it’s supposed to glow like that when in operation. The point being to indicate that something really serious and dangerous is happening.

It was probably being tested for this image. Normally there’d be a little fence around it with a warning sign about the potential for burns when in operation but maybe that’s not necessary if the whole area is normally inaccessible 🤷
