      Two answers.

      1. Yes, as a layperson, this like either a direct threat or at very least an incitement to violence. If this is wrong, lawyers please chime in :)

      2. Unless there are charges, it might as well be legal. Laws, rights etc mean nothing if the enforcement behind them is corrupted. That doesn’t mean there are no laws for us, but it does mean that laws hold far less weight against those in power.
