I can’t stop talking about Esoteric Ebb… The relevance here is that in that world, they can create spells above 9th level through unnatural means, but spells of that level are usually pretty reality breaking so they try to limit their utility. So one of the most powerful spells in the world is one that just sweeps up dust.
